Purpose

On September 22, 2023, the Office of Management and Budget (OMB) announced plans for significant revisions to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) located in title 2 of the Code of Federal Regulations (CFR). The proposed changes aim to reflect recent OMB priorities related to Federal financial assistance and improve Federal financial assistance management, transparency, and oversight.  A Federal Register Notice was published on October 5, 2023 that provides the proposed revisions.

The updates to 2 CFR 200 are anticipated to have an implementation date from the Office of Management and Budget of October 1, 2024. Therefore, NIH will proceed with issuing the FY24 release of the NIH Grants Policy Statement (NIHGPS) in March 2024. This update will incorporate new, clarifications, and other regulatory changes that have been implemented through appropriate legal and/or policy processes since the previous version of the NIHGPS (rev. December 2022).

NIH will include the forthcoming changes to 2 CFR Part 200 in the FY 2025 release of the NIHGPS, in line with the implementation date set by OMB.

NIH will continue to publish interim grants policy changes and/or clarifications through the issuance of NIH Guide Notices along with Federal Register Notices, available on the Notices of NIH Policy Changes website.
